The City wants to preserve the qualities that make Palm Desert desirable to residents and visitors alike.
Recent developments in nearby communities have led to concerns that Palm Desert might experience a significant increase in the number of short-term rental properties, which could threaten the character of our community.
In an effort to avoid this and plan thoughtfully and fairly for the future, the Palm Desert City Council recently passed a temporary moratorium on new short-term rental permits in the City.
The year-long moratorium will provide the City with time to evaluate the opportunities and challenges posed by the increasing popularity of vacation rentals and discuss strategies that respect the rights of homeowners while preserving neighborhoods and the fabric of our community.
During the moratorium, an ad hoc committee composed of concerned residents, vacation rental owners, realtors, tourism industry professionals, City Council representatives, and other stakeholders is meeting to discuss the issues surrounding this complex topic and formulate long-term solutions to recommend to the City Council.
On March 2, 2017, the Short-Term Rental Ad Hoc Committee held its kick-off meeting. City staff provided introductions and stated that the City’s goal is to move forward in an expeditious, yet thoughtful way that allows all parties to voice their concerns prior to the formulation of any official recommendations.
The 21 stakeholders in attendance included property managers, homeowners’ association (HOA) members, homeowners within and outside of HOAs, hotel industry representatives, realtors, and government affairs representatives. Attendees introduced themselves and provided the following comments and suggestions:
- Enhanced enforcement and increasing violation fees
- HOAs should govern themselves
- Better communication between the City and HOAs regarding permits
- Increasing the three night minimum stay to five nights
- Concerns about investors buying multiple properties on the same street for vacation rentals
- No outdoor music
- Concerns from residents who live next to rental properties about experiencing a different renter every weekend
- Investors coming in and improving the property, which may not be a negative.
No action was taken as this meeting's sole purpose was to provide an opportunity for the City to listen to stakeholders.
The Committee's next meeting will be held on Wednesday, June 14, at 3 p.m. in the Council Chamber at City Hall, 73510 Fred Waring Drive (northeast corner of Fred Waring and San Pablo Avenue). City staff will present a draft ordinance featuring the comments and input received from the subcommittee members.
